Book by Cetic.br and Pan-American Health Organization presents recommendations for measuring digital health

With the goal of facilitating the production of statistics about the adoption, use and appropriation of information and communication technologies (ICT) in the health sector, the Regional Center for Studies on the Development of the Information Society (Cetic.br), a department of the Brazilian Network Information Center (NIC.br), and the Pan-American Health Organization (PAHO) have launched the book Measuring Digital Health. Available in three languages - English, Portuguese and Spanish - this publication helps guide public managers, academic researchers, enterprises in the private sector, and representatives of civil society in various countries to measure their progress in the sector. Measuring Digital Health was launched in the 9th edition of the NIC.br Week of Research Methodologies, an annual initiative by Cetic.br to promote the exchange of experiences between data producers and users. “The publication is a response to the growing need for reliable data and indicators that can help governments create and monitor ICT policies and strategies, compare their progress with that of other countries, and adopt solutions for the equitable use of these technologies in the health sector,” explains Alexandre Barbosa, manager of Cetic.br.
Divided into six chapters, the publication presents an international perspective, case studies, and an outlook for measuring digital health. “Measuring the universalization of access to ICT in healthcare facilities and their use and appropriation by professionals in the area is essential to evidence-based policymaking,” says Barbosa.
In Measuring Digital Health, readers will find details about each of the steps necessary to carry out a survey of ICT access, use, and appropriation in the health sector. It also provides information about best practices, based on the first nationwide measurement effort developed in Latin America, the survey ICT in Health, by Cetic.br, as well as that conducted later in Uruguay. The publication also dedicates one chapter to addressing the adoption of an integrated model that goes beyond statistics on access and use, including effects (associated with investment in ICT and the development of capabilities), results (improvements in efficiency, quality and access), and impacts (centered on the challenges of each country's health system).
